Huggy Bear Recipient 10 year old Gary Blackwell, injured in a traffic accident, was the first recipient of a police Huggy Bear. The bears, donated by Telephone Pioneers of America, are carried by Parkersburg city policemen. The officers use them in traumatic situations to ease the fears of small Children.
